Portanto, a exemplo de outras iniciativas de transpar\xeancia p\xfablica, preconiza-se o acesso \xe0 informa\xe7\xe3o como um direito dos cidad\xe3os.<br />\r\n\r\n### __O que s\xe3o dados abertos?__\r\nOs dados abertos t\xeam as seguintes caracter\xedsticas: \r\n\r\n* P\xfablicos: n\xe3o est\xe3o protegidos por restri\xe7\xf5es de acesso (sigilo, por exemplo).\r\n* Prim\xe1rios: os dados s\xe3o publicados em seu formato original, sem modifica\xe7\xf5es e com o maior detalhamento poss\xedvel.\r\n* Atuais: os dados s\xe3o disponibilizados tempestivamente, pois s\xf3 geram valor se ainda forem relevantes para os que o utilizam.\r\n* Acess\xedveis: os dados s\xe3o disponibilizados para o p\xfablico mais amplo poss\xedvel e para os prop\xf3sitos mais variados poss\xedveis.\r\n* Process\xe1veis por m\xe1quina: os dados s\xe3o razoavelmente estruturados para possibilitar o seu processamento automatizado.\r\n* Acesso n\xe3o discriminat\xf3rio: os dados est\xe3o dispon\xedveis a todos, sem que seja necess\xe1ria identifica\xe7\xe3o ou registro.\r\n* Formatos n\xe3o propriet\xe1rios: os dados est\xe3o dispon\xedveis em um formato sobre o qual nenhum ente tenha controle exclusivo.\r\n* Livres de licen\xe7as: os dados n\xe3o est\xe3o sujeitos a regula\xe7\xe3o de direitos autorais, marcas, patentes ou segredo industrial. Restri\xe7\xf5es razo\xe1veis de privacidade, seguran\xe7a e controle de acesso podem ser permitidas na forma da lei e regulamentos.\r\n\r\n### __O que \xe9 o Plano de Dados Abertos?__\r\nO __Plano de Dados Abertos__ \xe9 o instrumento de planejamento e coordena\xe7\xe3o das a\xe7\xf5es de disponibiliza\xe7\xe3o de dados, em formato aberto, com __vig\xeancia de dois anos__, a contar de sua publica\xe7\xe3o. Trata-se, portanto, do __documento orientador para as a\xe7\xf5es de implementa\xe7\xe3o e promo\xe7\xe3o de abertura de dados__, obedecidos requisitos de qualidade e com vistas \xe0 facilidade de entendimento e a reutiliza\xe7\xe3o das informa\xe7\xf5es. O Plano de Dados Abertos vigente entre 2025-2027 est\xe1 dispon\xedvel no site da ANTT, acess\xedvel pelo link: https://www.gov.br/antt/pt-br/acesso-a-informacao/dados-abertos\r\n\r\n### __O que \xe9 o Portal de Dados Abertos?__\r\nO __Portal de Dados Abertos__ da ANTT \xe9 a ferramenta disponibilizada pela ANTT para facilitar a localiza\xe7\xe3o e utiliza\xe7\xe3o dos dados p\xfablicos, com previs\xe3o de abertura nos Plano de Dados Abertos. Ele \xe9 um servi\xe7o simplificado que organiza e padroniza o acesso aos dados p\xfablicos, primando pelo reuso desses dados e o uso de tecnologias modernas. Em s\xedntese, funciona como um grande cat\xe1logo que facilita a busca e uso de dados publicados pelos \xf3rg\xe3os e entidades do Poder Executivo, permitindo sua reutiliza\xe7\xe3o em aplica\xe7\xf5es digitais desenvolvidas pela sociedade.\r\n\r\n### __Quais dados ser\xe3o disponibilizados no Portal de Dados Abertos?__\r\nO Portal cont\xe9m os dados p\xfablicos previstos para abertura nos Planos de Dados Abertos.
